RSC Referee Program

Join the RSC Referee Program! We offer comprehensive training and development for teens and adults to become licensed referees, officiating both recreational and competitive youth soccer in Roseville. Licensed referees earn income and gain valuable life skills applicable both on and off the field.


During the fall recreation season, over 900 licensed referees officiate hundreds of matches. Experienced referees have year-round opportunities to officiate competitive games. Our Director of Referees and Assignors provide dedicated support to the program.

RSC Referee Assignments

All Referee Assignments are handled through the website Assignr.com. Recreational games are set up using the "Self Assign" feature in Assignr.  Competitive games are assigned by our club assignor based on availability marked in Assignr.com and experience. If you have any issues, don't hesitate to contact our RSC Referee Assignors for help.

 
NOTE: All new referees start with rec games as Assistant Referees (AR). Assignments for Center Referee (CR) and Comp games are only available following review and approval by the RSC referee coach and assignors.

Referee Pay

RSC Referee Pay

Referees are paid according to the pay scale below. When setting up your account with ASSIGN, you'll be asked to upload a W9 and provide payment/check information that will be processed by the Club's Treasurer. 


CR = Center Referee (1 per game: lead referee on assigned games)

AR = Assistant Referee (2 per game  for U11 and up: manages sideline)

NOTE: All new referees start as an AR until comfortable and approved by our Referee coaches.


Recreational Referee Pay

U9/U10: CR $ 35

U11/U12: CR $35  AR $25

U13/U14: CR $40 AR $30


SuperRec Referee Pay

U15/U16: CR $55 AR $45

U17-U19: CR $60 AR $50


Competitive Referee Pay

U9/U10: CR $40

U11/U12: CR $45 AR $30

U13: CR $55 AR $40

U14-16: CR $65 AR $50

U17-U19: CR $70 AR $55


  • Payments are per referee per game, and are released every 2 weeks.  
  • Payments are paid via Direct Deposit or hard check through RosevilleSoccer.Assignr.com
  • Referees will not get paid if matches are cancelled due to inclement weather (rain, smoke, etc). However, if over half of a match has been played and the match is cancelled, the referee(s) will get paid.
  • Referee(s) will get paid if a game is cancelled because there is no credentialed coach at the start or during the course of a match.
  • “96-Hour Rule” If a competitive team (home or visiting) wants to cancel or reschedule, and there are less than 96 hours left before a scheduled kickoff, the referee(s) will be paid.
  • The RSC Director of Referees determines referee assignments to an age division.

Heading Procedures

  • Intentional heading is prohibited in U11 and younger small-sided games.
  • All players age ten (10) years old and younger, who are playing up in U12 and older games, are prohibited from intentionally heading, and must clearly be identifiable to match official. (e.g. armband).
  • When a player, who is ten (10) years old and younger, deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If a deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. If a player does not deliberately head the ball, then play should continue.

If a concussion or send off (red card) occurs during a match where Roseville is the home team, a report must be completed by the referee within 24 hours. Follow the appropriate NorCal procedures.  If the match is not organized by RSC, please follow the procedure of the assigning club.


NorCal

  • Issue red card. Note time, offense, and player/coach information. If concussion, note time and player information.
  • Review notes with ARs after the match.
  • Take photos of the game card for your records and reference.
  • Write down the contact information for your AR's (for youth referees, this may not be visible in GameOfficials, but you need it for the send off report)
  • Notify your Assignor(s) and Director of Referees ASAP.
  • For red cards, complete the Send Offs report within 24 hours.
  • Click the link below for Send Off Report and complete the report: choose ‘Send Offs’ for the online form.


For concussions, complete an Incident Report within 24 hours.

  • Go http://www.norcalreferees.com/
  • Choose ‘Send Off’ for the online form used for Red Cards.  Choose Incident Report for all other reports such as concussions, unsafe field conditions, unusual incidents, etc.
  • Mark Type of Incident as ‘Injury’.

Whenever a player or coach is sent off the field by receiving a red card, the Center Referee (CR) is responsible to submit a Send Off Report

Referee Training & Certification

Minimum Requirements to be a Referee for RSC

  1. Be a minimum of 13 years old or older at the time you take your certification
  2. Hold a current "Grass Roots" or higher Certification from the US Soccer Federation
  3. Set up an account in Assignr.com including a W9 and bank information (so we can pay you!)
  4. Contact the RSC Assignors and introduce yourself

Our referee assignors will help walk you through the process to become a certified referee and then to get set up for your first games.  We offer regular scrimmage opportunities to practice while our younger competitive teams scrimmage each other. Steps to Become Certified for the First Time

  1. Create an Account at the US Soccer Learning portal
  2. Complete the First Time Referee Course (Typically costs ~$75, and takes 2-4 hours on your own time - excluding time to read the laws of the game)
  3. Complete a Field Session - Can be offered by Roseville or any referee field session in Northern California
  4. Connect with the Referee Assignors
